My Hyundai Elantra Won't Start. HELP!

this is the noise that my car makes when i try to start my car... this happened two other times already the first time it happened i waited in my car for an hour and then it suddenly started working again...went a couple weeks without any problem then it happened again..same thing waited an hour or so and it started working again...and just now its happening again ..not sure if it will start again in an hour but wanted to upload this video to see if anyone online may know what the problem is so that when i bring my car in to the shop they wont try to pull the wool over my eyes and charge me for more than what is needed.

94 accord won't start - when it does electrical would shut off
well a few days ago when i start my car it'll start but the minute i turn it off and start it back on the engine cranks but it wouldn't start. Today i notice my electrical shuts off but the car still running but my radio and the speedometer keeps shutting off and turns on again. i was wondering if this could be the main relay problem? btw is there a difference between the main relay and the fuel pump relay? which one do i need or could it be something else? HELP
